Worthing Borough Council's '˜devious parking trap'

While alterations and construction work have been on-going at the north end of Montague Place, the area has been sealed off to motorists. This is quite reasonable and just.
The west side of Montague Place, however, is a different matter.

Hide AdFor a period of at least two weeks now, and still on-going, traffic cones have been placed not on the road (as one would expect) but on the pavement, alongside the parking area, and ‘no parking’ notices have been displayed on the pavement even further from the road. The trap has been set.
Many motorists, myself included, have fallen into the trap and had parking fines slapped on their windscreen.
There has been no sign of work being undertaken during this two week period, on the west side of Montague Place and, because of the inadequate use of traffic cones and ‘no parking‘ notices, motorists have been lulled into a false sense of security.
Had the west side been sealed off efficiently, as at the north end, then motorists would know exactly where they stood, but the half measures adopted by Worthing Borough Council are clearly devious, half-baked and open to misinterpretation.

Hide AdHowever, I sincerely feel it was not necessary to close down the parking area on the west side while work is only being carried out at the north end.
Finally, if Worthing Borough Council’s tactics were adopted on a national scale, how would we cope if the entire M25 motorway was closed for maintenance work at the M23 junction; or if British Rail closed the entire southern network for engineering works at Shoreham?
One very annoyed Worthing motorist ...
