The by-election was caused by the death of Cllr Robin Brown.

A research and design engineer, Cllr Brown had been a Conservative member of Arun District Council for 21 years.

He was one of the longest-serving members of its cabinet until he stepped down from leading its housing and community care work in 2011 after ten years.

He had represented Aldwick East since 1999. He previously represented Pevensey and then Barnham from 1987-95.
