Mr Reynolds said: “As you will see from the photographs Brook Close remains in a worse state than ever. Faeces and sanitary towels are evident and some driveways are literally caked in used toilet roll.”

He asked: “Can we have environmental health down immediately and can we have a clean up operation commenced immediately.”

On July 5 2013 a planning application was submitted to Horsham District Council relating to land north of Brook Close and Rother Close in Storrington.

The proposals includes the development of 75 homes including the creation of an access point from Water Lane, provision of open space including children’s play area, linear park, landscaping and sustainable urban drainage systems on the site.

In a consultation letter the Environment Agency has no concerns over potential flooding at the future site of homes.

The letter reads: “We are satisfied with the approach to modelled depths and outlines. Therefore we have no concerns over the placement of properties in relation to fluvial flood risk.

“We are also happy to see the inclusion of a 300mm gap between the soffit of culvert and predicted flood levels.”
