Tributes were paid to Mr Jenkins at a meeting last Thursday.

Liz Kitchen, a long-time colleague, described him as an ‘interesting man’, complex and sometimes controversial.

She described how he liked to talk about his old days in the RAF, had a love for restoring old fire engine and shared a passion for birdwatching with his wife.

Planning was his main interest, not just the big projects but small ones as well.

Mrs Kitchen added: “The district has a lot to thank David for and he will be missed.”

Karen Burgess, chairman of HDC, described Mr Jenkins’ great experience in planning matters which made him a ‘huge asset to this council’.
