CHANGE of use of four units at Newhouse Business Centre, Faygate, to two bedroom homes should be refused, Horsham planning officers recommend.
An application for the units at Old Crawley Road is before Horsham District Council’s development management committee on Tuesday.
Officers said the development was outside any built-up area boundary and would represent an ‘intensification of sporadic residential development in this countryside location’ detrimental to the rural character of the area.
It had not been shown to require an essential countryside location and would fail to comply with the principles of sustainable development with poor access to services and facilities.
There would be an ‘unacceptable relationship’ with adjoining occupiers due to the level of activity and disturbance on the site.
Public Health and Licensing said the site was close to a busy junction of the A264 and no consideration had been given to this and there was concern about noise for any future residents.
