LETTER: Concerns over fly-tipping

I write on the subject of fly-tipping in our locality since the alteration of the availability of the facilities for the disposal of waste at the Hop Oast amenity tip.

Immediately following the changes to the opening times, I noticed a dumped refrigerator or washing machine in a natural layby/gate opening near Westons Hill/Shelley Woods, Itchingfield.

This was cleared away fairly promptly. It was very unusual to see anything deposited there in full public view.

What was not cleared away until I telephoned the offices of Horsham District Council was a steadily accumulating collection of rubbish in a layby/gateway on Two Mile Ash Road between Melrose Farm and Dog Barking Cottages.

This I did on the 15th February and a helpful person asked for details of the deposited waste. I was only able to describe loosely some five or six individual deposits and, in particular, some shrubbery cuttings and a half-filled builder’s bag.

When asked what that bag contained, I replied that I had not inspected it, following the advice which had been sent out with notification of the changes to the opening times of the Hop Oast facility. Also in the layby was a deposit of broken bricks and several large black plastic bags.

What was of interest to me was that some of these deposits had been made on the days immediately before I contacted the HDC, namely on Monday and Tuesday when the Hop Oast facility is not open, and now there is a charge for the deposit of certain solid materials.

I was asked what sort of vehicle might be required to collect the rubbish, but I was unable to give a definite response as I had not examined the rubbish close to in accordance with the advice given, but I did my best.

If deposits of this nature are occurring with increasing frequency in the locality of Barns Green (I have lived here for 23 years and this volume of waste deposit is certainly a new development) I ask whether other areas are experiencing similar problems.

The cost to HDC of making individual collections of fly-tipping incidents might well be making substantial inroads into the savings which are being made by the closure of waste disposal facilities on certain days, and I ask whether any financial scrutiny is being applied to what, to my mind, is an increasing, defacing and annoying problem.

Sadly it is difficult to identify the perpetrators. All credit to HDC for arranging the clearing of the layby which was completed on the day following my phone call.
