Users of the Forum in Horsham took to social media to express their outrage at both lifts being out of order in the multi storey car park.
This follows reports yesterday that the lifts had been closed for 'essential maintenance'.
Patricia Londal said on the County Times Facebook page: "You couldn’t make it up, could you? Pathetic!"
Terri Brand added: "It was the same yesterday, and yes I parked on the top both days!!! Not great for someone with asthma."
Geoff Oborne added: "Makes a change then."
Several people expressed their concern for vulnerable members of the community.
Michelle Frankland told how she saw an elderly man 'really struggling' as he faced the climb up multiple flights of stairs with his shopping.
Karen Jordan said: "It's a joke especially if you have baby/toddler when will they ever run properly?"
With Piries Place car park part way through a rebuild, the Forum is busier than normal.
Jane Chaplin said: "Parking is an absolute joke.
"I have to use the forum to park for work.
"It’s worse when I start at 1pm because the place is rammed."
Michelle Frankland added: "Real pain [I] park here every day for work always difficult to find a space and lifts out most days.
Karen Polie said: "With less parking available at the moment, this is not good."
However amid the complaints there were tales of good Samaritans.
Jane Chaplin said: "I helped an elderly lady who was having problems managing the stairs yesterday."
Horsham District Council has been approached for comment.
