THE BATTLE over the future of Horsham’s Old Town Hall reached the High Court this week.
Robert Mayfield of Blue Flash Music Trust, a long standing opponent of plans to sell the historic hall, has applied for a judicial review against Horsham District Council’s decision to sell the hall.
He is arguing that HDC has breached the Horsham Neighbourhood Councils’ Memorandum of Understanding, which says neighbourhood councils should be given six weeks to comment on major policy issues affecting the town, and their views should be included in any relevant report.
Mr Mayfield says the decision to put the hall’s freehold up for sale represented a change of policy, and therefore should have been put to the neighbourhood councils.
