“If I can see the South Downs, the South Downs will be able to see the houses - it will be one of the only places where you can see the town from outside Horsham in that direction,” he said.

He was objecting at a planning inquiry last week to West Sussex County Council’s outline plans for 70 homes at Muggeridge Field, Horsham, which would stretch almost to the top of Picts Hill.

The council plans to sell the 2.8 hectares of land south of Athelstan Way with permission to build the homes, 40 per cent to be affordable, with 1.5 acres of open space and woodland planting and access improvements.

An inquiry was called after Horsham District Council, which has since objected to the application, failed to make a decision by its target date.
