A public inquiry will be held to decide the fate of East Street and whether it should remain traffic free during the day - the council decided on Monday.
West Sussex County Council’s North Horsham County Local Committee unanimously decided to employ an independent consultant, with an estimated cost of up to £25,000, to look at all the evidence and make a recommendation to them.
The temporary Traffic Regulation Order (TRO), enforced in March 2012, made East Street and Market Square traffic free from 10.30am to 4.30pm for a maximum period of 18 months.
Brad Watson (Con, Southwater and Nuthurst), chairman of the committee, thought it was important any decision was made only and transparently, and he understood emotions were highly charged on both sides.
He said: “We are left with a very difficult decision. The council as a local authority has a duty to protect the interests of all the users, not just part of the users.”
