Plans would allow residents to downsize within village

Calluna, empty awaiting redevelopment

A unique scheme to enable older West Chiltington residents to downsize and stay in the village will go ahead if final details can be agreed under delegation to local Horsham district councillors, officers and developers.

An empty chalet bungalow, Calluna, in Nyetimber Lane, is earmarked for demolition, to be replaced by two pairs of semi-detached homes and three detached ones. West Chiltington Parish Council has a register of residents interested in relocating to smaller properties in the village but agreement has to be reached on the length of time these would be marketed to West Chiltington residents and held back from sale to those outside of the parish.

Horsham District Council’s development control committee discussed the plans for the second time last week, after agreement had not been reached with developers.

Ian Howard (Con, Southwater) said the parish council had been trying to do the right thing and said it was vital the scheme stayed as a resource for the local community as long as possible.

“The parish council presumably has a list of people who would want to move in and a month for sales to be available to residents would be reasonable. If the developer does not accept that, we should refuse permission,” he said.

Some residents have complained of overshadowing, light pollution in an area used to having no street lights, with an extra 14 plus cars expected to cause problems at nearby rural junctions.
