Council cannot guarantee brown bin collection, despite £29 charge

The council has confirmed it cannot guarantee brown-topped green waste bins will always be emptied, despite introducing an annual £29 charge from April/May 2013.

In a Facebook post prompted by a question from a member of the public, Horsham District Council said that they would make every effort to collect bins, but conditions could occasionally make it impossible to carry out collections.

The annual charge was agreed in a full council meeting before Christmas, with one abstention and one member voting against.

A spokesperson for HDC said: “The council will make every effort to always collect the bin but if this proves impossible, for example due to severe weather, then we cannot guarantee this.

“The household waste recycling centres (council tips) are provided by West Sussex County Council for people to deposit waste from their households free of charge and there are no plans to change this statutory service.”
