Published Date: 21 January 2008
A HORSHAM district councillor this week unveiled proposals for a major luxury hotel to be built on the edge of Horsham Park.

Gordon Brown, the vice-chairman of the council's northern planning committee said the 55-bedroom hotel on three storeys in a Queen Anne style of architecture could be constructed on the Horsham nursery school site when it is vacated.

He has written to all councillors outlining the proposal and making the plea that they "seriously consider these proposals objectively and do not recoil in horror that it would be located in Horsham Park."

But its location in the park is likely to prove extremely contentious.

Mr Brown's Conservative leader Liz Kitchen has already contacted the County Times to distance herself from the scheme and to make it clear that this is his own personal proposal and he is not speaking on behalf of her, her cabinet or the council.

In his letter to councilors and the County Times, Mr Brown said: "Since the closure of the King's Head many people have expressed concern that Horsham is without a quality hotel facility.

"I have been pursuing, on my own initiative, a hotel proposed for Horsham. It is one thing to say that we need a hotel but it is necessary to prove the need and to examine its sustainability.

"In August last year, I approached Danny Pecorelli the managing director of Exclusive Hotels, who have a significant presence in Horsham with the South Lodge Hotel and Mannings Heath Golf Club. In addition Exclusive Hotels own the Manor House Hotel in Castle Combe Wiltshire, Lainston House Hotel Winchester and Pennyhill Park in Basingstoke.

"All of these hotels are quality hotels, and as such Exclusive Hotels are well placed to offer advice on Horsham's needs.

"I must emphasize that the advice given by Exclusive Hotels has been on a "without prejudice" basis.

"Mr Pecorelli, in consultation with his market advisors, has recommended that Horsham could sustain a 55-bedroom hotel on three storeys in a Queen Anne style of architecture.

"The site that has been identified is Horsham Nursery School when that is vacated.

"The hotel would occupy that site with no further intrusions into Horsham Park. The car parking facilities would be at the front of the building entered from North Street.

"The Primary Care Trust currently occupy the car park, but I am advised that their car parking needs can be accommodated elsewhere.

"The new building would be some 50 metres from Park House, the well landscaped area to the rear of Park House would be extended toward the hotel building which would be tastefully landscaped creating a very pleasant area of landscaping contributing to Horsham In Bloom.

"The Queen Anne architectural style would be very sympathetic to Park House.

"The council would retain land ownership, granting the hotel developer a 125-year lease, paying a ground rent to the council reviewed every five years.

"The hotel proposed would be of 4 Star standard adding a dimension to Horsham that I believe a town of this quality deserves.

"In being sited close to the Capitol Theatre, it would be of benefit to the public who would be able to combine a theatre visit and an overnight stay if required. It would also be beneficial to the performers who must stay elsewhere when appearing in Horsham.

"A level of employment would be created and overall the hotel of the quality proposed would be very beneficial to Horsham."

What do you think? Do you support the proposal – or are you appalled by the location in Horsham Park? Register your comments below.

A full report plus pictures of the proposal and site plans will appear in the County Times on Friday January 25 – along with a selection of your comments and view.

Horsham needs a hotel and these look like very attractive plans.

How can Guy W think we need a hotel?
The park is a very nice green space and should stay that way. We don't need a hotel in the middle of it.

im a student living in horsham. the horsham park is a place where lots of children and adults like to meet. we have loads of fun at the park and do not want a hotel built replacing a place of memories. i am worried having a hotel will bring more people towards horsham. this maybe what you want but this will also cause more trouble. crawley is spreading and their are people causing trouble as they move here.this hotel could cause many more problems and danger towards thre younger population of horsham. i am sure i am speaking on behalf of horsham yours sencirely ...

It's not in the middle of the park, it is where the nursery school building (NOT the playground) is now.

It would not take away any of the current green open space. Please READ the article carefully before jumping to conclusions.

Horsham does need a hotel, many people are staying at the Gatwick hotels when working in Horsham.

It would also have a good restaurant no doubt. This is very much needed. Local companies have to send people all over the place due to the lack of a central hotel of a decent quality.

I agree with the sentiment about Crawley people moving here and causing trouble. However a 4 star hotel will not be the problem, but 1000 new "social" houses west of Horsham most certainly will be. What council in their right mind wants a huge estate of "council" tenants. There cannot be 1000 homeless families in Horsham so these people will come in from Crawley and continue the decline of Horsham into a town of overweight chavs. 40% social housing is a truly self-destructive target. Why not 10%?

The article so far begs many questions. What is the status of the proposal? Does the councilor`s proposal amount to a conflict of interest? Is the project a serious proposal or just a personal kite being speculativey flown? Is it a real issue or a bit of controversy that the paper wants to create? We will need to see the plans, of course, but I cannot see how this can be anything other than an unnecessary encroachment onto the green space nor how the parking and access could cause anything but problems and congestion- to the current carpark and to traffic in North Parade.
I`m also dismayed by the snobbery expressed so far and hope the matter can be discussed without disparaging remarks about Crawley and social housing on the one hand, or crassly elitist references to four stars and dining on the other.

As wolfy.Xup R Jeal says the Park is a "green" space although it being close to the theatre is excellent. However, why can the old Kings Head just be re-opened as this is not too far from the Theatre.

This idea of using our parkland keeps coming back. It is not long since your paper made a similar request to its readers (about the cafe) and the clear response was "Leave our park alone! The park is always busy and in the summer and on Sundays is packed. The town is growing and the extra land will help to restore some of that used by the Pavilions. Please Horsham Council accept that Horsham Park land is for use by the residents and visitors and no more development, including parking, should be allowed.

Ive lived in Horsham all my life until I had to move to Crawley with my husband and Children because I couldn't afford to live in Horsham so the comments about that some people are coming from Crawley and making trouble is madness what's that got to do with a hotel being built in Horsham anyway. However on the comments about a 4 star hotel in Horsham I think it would be great I actually work in a three star hotel near Gatwick and have so many guests that come from Horsham to eat fine food, get married which this new hotel would be fantastic for with such fantastic areas for photos.I believe it would do Horsham the world of good and also look at the possabilities for young people to learn and work in one of the countries leading professions, and be able to have such opportunities starting from a Room attendant up to a General Manager the world is there oyster if they are willing to work hard So I say yes to this Hotel and it is about time that Horsham was put on the Culinary Map.

Horsham may or may not need a hotel (witness the closure of the Kings Head). If it does, why put it in the park? The nursery land was only on loan in the first place, so should be returned to its proper use. There are no good reasons to steal more of the lungs of the town for further commercial use. The simple answers are to restore the Kings Head or to build a new hotel adjacent to the proposed social housing site to the west of Horsham, thus providing employment for our newest residents. Or is the council too ashamed of its own tenants to expose hotel clients to them?
