It seems lessons were learned from previous conflicts that if large groups of soldiers are gathered in one place the question of healthy conditions needs looking at.

“Horsham Urban District Council. A circular from the Local Government Board enclosed a copy of directions issued by the Army Council to Home Commands and asking for assistance of Local Authorities and their sanitary officers in connection with the sanitary condition of billets and military camps; the prevention of infectuious disease, and other matters affecting the health of the troops.”
