Local councils were quick to realise that the war would probably cause distress at home as well as on the Front.

“In connection with the Local Relief Committe appointed for for the Horsham Urban District, the town has now been divided into eight districts.

“Each of these districts is in the charge of an Urban District Councillor or Councillors responsible for the collection of contributions to the above fund from that particular district for obtaining information required by the Committee of cases of distress that may occur in such district from unemployment directly caused through the war.”
