A crackdown on over-exploiting young people. It’s still a concern, although the county council get involved these days.

“Gerald Rowland and Frank Sendall Rowland, of 52 East Street [Horsham], were summoned by Bernard Charles Roos, HM Inspector of Factories, for employing William Mercer, and Percy Albert Gumm, under 16 years of age, more than seven working days without having obtained a surgeon’s certificate.”
