Do pigeons pose a threat?

Horsham District Council's decision to cull pigeons in the Carfax has upset a lot of people.

As this is no doubt carried out in the interests of public health and safety, and using taxpayers' money, I would like to put it to the council that it holds a public consultation to see if the people of Horsham really believe pigeons pose a threat to their safety, and if they are happy for their taxes to be used in such a way.
